======= The Quaccent System =======

**Quaccent** (//Quack// + //Accent//) is a dual-mode communication system. It combines tonal avian vocalisations with the **Reed-Script**, a geometric stick-based script.

====== 1. Vocalisation: Tonal Quaccent ======

The spoken component relies on the relationship between the short **Quack** and the long **Quaar**. 

===== 1.1 The Syntax of the Bill =====
  * **The Quaar-Primary (Command):** If a phrase begins with a long //Quāar//, it is an active directive, a question, or a requirement for the listener to act.
  * **The Quack-Primary (Statement):** If a phrase begins with a short //Quack//, it is a description of a state of being or an observation.
